Super easy! Just plug your PS4 controller into your PC with a USB cable or connect via Bluetooth. Then, open Steam, go to 'Big Picture Mode' > 'Settings' > 'Controller Settings' and make sure you check the 'PlayStation Configuration Support'. Your PS4 controller should now be recognized and you can customize it to your heart's content!

Don't bother with cables. Just hold the PS and Share buttons on your controller until the light starts flashing to pair it via Bluetooth. Steam pretty much handles the rest.
