Using shipments in Fallout 4 is like a care package for your crafting needs! When you buy or find a shipment of materials, it doesn't go to your inventory as a regular item. Instead, head over to any workshop (the ones you use to build stuff in your settlements). When you access the crafting menu there, the game magically transfers the contents of that shipment into your workshop's storage, making them available for all your building and crafting projects. So you don't carry them around - they teleport straight to your workshop, ready to use!

Just a quick tip - shipments don't weigh anything, so feel free to stock up and not worry about becoming overencumbered. They automatically add to your workshop's resources when you're near any of your workbenches.
