You gotta equip the Skulljack on one of your soldiers before heading into battle. During a mission, move your soldier close to an ADVENT officer, then select the Skulljack ability from the action bar and use it on them. Boom, you've got access to their brainwaves!

Easy peasy! Equip it on a specialist, get up close and personal with an ADVENT officer, and then jab them with it through the action bar.

From experience, I usually equip my best hacker with the Skulljack and then get them up close to an ADVENT officer. Remember, it only works on officers, so bide your time and get in close!
