To use a Super move in Street Fighter 2 Ultra, you need to fill your Super meter by attacking or getting hit. Once it's full, you can perform your character's Super move with a specific button combination. For example, Ryu’s is Down, Forward, Down, Forward, Punch.

You gotta fill up that super meter first! Then just input the character's special move command. Ryu's is: ↓↘→ ↓↘→ punch.
