You gotta use the Mario World theme first. Then just hold jump to hover and steer with the D-pad. Easy peasy!
Just run, jump, hold jump to float. That's it!
So when you grab the cape, run to get some speed and jump. Hold the jump button to float like you're holding onto helium balloons. Tap back on the D-pad to slow down and press forward to glide. With practice, you'll be rescuing Princess Peach in style!
