To use the level 30 boost in The Division 2, head to the main menu, select the character you want to boost, and follow the instructions. Easy peasy!
Main menu, boost character option, follow prompts. You'll be level 30 before you know it.
I used the level 30 boost by clicking on 'Boost Character' in the main menu. Took about 2 minutes, tops. Enjoy your new powers!
