First, you gotta craft the Mobile Vehicle Bay in the Fabricator. Then equip it, release it in deep water, and use the 'Climb' prompt to access its menu. From there, select the vehicle you want to construct and make sure you have all the required materials. Happy building!
In my experience, always deploy it in a safe, open area to avoid any unwanted encounters with the local fauna. It makes the whole process a lot smoother.
