First, build the Mobile Vehicle Bay (MVB) in the fabricator, then deploy it from your inventory. Once it's on the surface, climb aboard and select the blueprint for the vehicle you want to construct.
Get the MVB, drop it in water, climb it, pick a vehicle to build. Simple!
