To use the signal translator in Lethal Company, first, make sure you've picked it up from the equipment cache. Then, when you're out exploring, keep an eye on your HUD for signal sources. When you're near one, the signal translator icon will become active. Click on it or hit the designated shortcut key (usually 'E' by default), and it will begin translating the signal. Stay close until the translation is complete – it could unlock valuable information or objectives for your team!

Honestly, the signal translator is overrated. You can pretty much get through most of Lethal Company without fussing over it too much. Focus on scavenging and keeping those creepy crawlies at bay.
