I've done it鈥攊t's simple. Add The Division 2 as a non-Steam game in your library, then start it from there, and boom, Steam overlay works!
You have to add The Division 2 as a 'Non-Steam Game' in your Steam library first. After that, just launch it from Steam, and the overlay will work.
