You can’t use it anymore in current versions. The developers removed it due to balance and resource management issues.

Honestly, the Terraformer was removed from Subnautica in the 1.0 release, so you can't use it in the current version of the game. Sorry!

They removed the Terraformer in the full release of Subnautica. You can still see it in creative mode if ya wanna reminisce!
