Unfortunately, the transfuser is only available in development builds and not in the final release of Subnautica. So you won't find it on Xbox One.

The transfuser was cut from the final game, so you can't use it. But hey, there's still plenty of other cool gadgets to mess around with!

You can't use the transfuser on the Xbox One version of Subnautica; it was a scrapped feature.
