First off, you'll need the Transfer Settlements mod, which isn't an in-game feature by default. After installing the mod, create or download a settlement blueprint. In the game, go to the workshop menu in the settlement you want to import the blueprint to, find the Transfer Settlements option, and load your blueprint. It's like snapping your fingers and seeing a whole new settlement pop up!
