I visit my neighbors all the time. Just link your game to Facebook/Game Center, then use the Party Boat to hop over to their place.

To visit a neighbor in Sims FreePlay, first, connect your game to Facebook or Game Center to add friends. Once connected, go to the Party Boat located near the bridge on the Town Map. Tap on the Party Boat, select a neighbor’s house, and your Sim will travel there instantly!
