Just use /votekick [username]. If enough people agree, they'll be outta there!
Easy peasy! Just type /votekick followed by the username of the player you want to kick in the chat. Then your team will be prompted to vote!
I'm a Counter Blox veteran, and trust me, the /votekick [username] command is your best friend when things get out of hand. Just make sure you spell the username right!
