Wall jumps can be done by characters like Chun-Li and Vega. Simply jump towards the wall, then push away (opposite direction) from the wall when you make contact.

First hand tip here: make sure you're holding the direction towards the wall long enough to reach it, then flick the stick away. Took me a few tries, but you'll get it!
