You can't actually whistle in The Sims FreePlay, but you can call Sims to action using the green whistle icon in the Sim Tracker! Just tap that icon to get them moving.

There’s no direct whistling feature, but you can use the Sim Tracker to call your Sims. Look for the little green whistle icon - it's your best friend!
