Nope, Ark: Survival Evolved does not support crossplay between Xbox and PS4. You can only play with others on the same console.

Crossplay is only available between Xbox and Windows 10 versions of Ark. PS4 players can only crossplay with other PS4 or PC players via the Epic Games Store.
