Not really. You can get it from evolving Anorith, and Anoriths show up during certain events.

I've been playing since day one and have only come across Armaldo a handful of times. It's definitely a rare catch.

Rare might be an understatement. I have better luck finding a wild Gyarados than an Armaldo!
