It's Japanese. Just because there are a lot of German names doesn't mean it's German.
Attack on Titan is a Japanese anime based on the manga by Hajime Isayama. Definitely not German, but it does have some sweet Germanic influences!
I've watched the entire series, and trust me, it's very much a Japanese anime through and through. The German influences are just part of the aesthetic.
