Nah, Bullet isn't part of the official One Piece canon. He's the main antagonist in One Piece: Stampede, which is a movie and doesn't fit into the main storyline created by Eiichiro Oda. So, as cool as he is, he's not in the manga or the anime's main plot.

Bullet? Official canon? Nope. Movies in One Piece are like parallel universes - fun to visit but not really affecting the main world. So, Douglas Bullet from Stampede stays in the 'what-if' category.
Personally, I wish Bullet was canon because he's such a badass character, but unfortunately, he's confined to the movie Stampede and isn't part of the manga or the main anime storyline.
