Yeah, Dimension Valley is totally banned in standard format Pokemon TCG. It's because the card can really tilt the balance of the game by reducing the Psychic Energy cost of attacks. It's still cool for casual play though, just not in official tourneys!

Just to spice things up - I think banning Dimension Valley was overkill. Never really saw it break the game more than any other card. But hey, rules are rules.
