Yes, Dragon Ball Minus is considered canon. It was included in Jaco the Galactic Patrolman, a Toriyama work, and retconned some aspects of Goku's origin.

Definitely canon! Akira Toriyama created it, and it was even incorporated into the Dragon Ball Super: Broly movie.
TBH, Dragon Ball Minus is legit. Toriyama himself wrote and included it, so it's canon.
It's as canon as Goku's appetite! Dragon Ball Minus reshaped Goku's origin story, so it's part of the official lore now.
Not really a fan of the changes, but yeah, it's canon since it's written by Toriyama.
