Yes, Dragon Ball Minus is considered canon. It was included in Jaco the Galactic Patrolman, a Toriyama work, and retconned some aspects of Goku's origin.

Definitely canon! Akira Toriyama created it, and it was even incorporated into the Dragon Ball Super: Broly movie.

TBH, Dragon Ball Minus is legit. Toriyama himself wrote and included it, so it's canon.
