From my experience watching Dragon Ball since the 90s, it's definitely Japanese. I remember waiting for the English dub to catch up!

Dragon Ball is originally Japanese. It started as a manga in Weekly Sh艒nen Jump magazine in 1984. English versions came later.

Dragon Ball came from Japan! Akira Toriyama created it, and it was first published in Japanese. The English version is just a translation.
