No, not really. It's more like semi-open world with hub zones and instance-based missions.

Kinda. You get to roam around the hub world freely, but the main missions are in separate, contained areas.

Xenoverse 2 gives you a mix of open world feels in the hub, but mission-based gameplay elsewhere. Totally worth it though!
