In most main series Pokémon games, Eevee isn't your typical starter Pokémon, but it's a starter in Pokémon: Let's Go, Eevee!.
Eevee has been a starter Pokémon in special cases, like in Pokémon XD: Gale of Darkness and Pokémon Let's Go, Eevee!.
It's not usually a starter, but it did get the spotlight in Let's Go, Eevee! and Gale of Darkness, so it's special in a way.
In special scenarios like Let's Go, Eevee!, it totally is! But in the traditional games, nope.
