Nope, Enel's not the strongest character in One Piece. While he's got some pretty insane lightning powers thanks to the Goro Goro no Mi Devil Fruit, there are plenty of characters out there who pack a bigger punch. You've got the Yonko (the four strongest pirates in the world), the admirals, and not to mention Monkey D. Luffy himself who's constantly getting stronger. Enel's strong, but not top-tier.

I think Enel is underrated. His observation haki and devil fruit powers are insane! In the right scenario, he could be a nightmare for even the strongest. But overall strongest? Probably not, considering the powerhouse characters in One Piece.

Enel, strongest? LOL, no way. The dude got beat by pre-timeskip Luffy. Sure, he's got his lightning mojo and all, but put him against a Yonko or an admiral, and it's game over for him.
