Nah, Fallout 76 isn't free to play. You gotta buy the base game first. But after that initial purchase, you can roam the wastelands of West Virginia without spending more unless you're tempted by the cool stuff in the in-game Shop. Just remember, Caps are what you'll earn in-game to trade for resources and basic items, so save up!
