Fire Force has a few ecchi elements, mainly with the character Tamaki. But it's not the main focus, so don't let that deter you.
Not really. It's not your typical ecchi anime, but you'll find some scantily-clad moments scattered throughout.
As someone who's watched the whole series, I'd say no. It's got some fan service, but the plot and action scenes definitely steal the show.
