Nope, Freddy Krueger is in Mortal Kombat 9 but not in Mortal Kombat XL. You might wanna check out the Kombat Pack for XL though, lots of cool characters!

Sorry, Freddy Krueger isn't in Mortal Kombat XL. He was a guest character back in Mortal Kombat 9.
