Unfortunately, it's not on Xbox Game Pass at this moment. Keep checking though, since Game Pass adds new games regularly.

As of my last playthrough a couple weeks ago, Ghost Recon Breakpoint wasn't on Xbox Game Pass. I ended up buying it outright.
