Nope, GTA San Andreas on Xbox 360 doesn't support the multiplayer feature. It's a single-player experience through and through. So, if you were hoping to cause mayhem in San Andreas with a friend, you might have to look for other games or platforms that support multiplayer.

Actually, I tried getting the multiplayer to work on my Xbox 360 by following some online guides, thinking there's a hidden way to unlock it. Spoiler: there isn't. It's single-player only, so don't waste your time like I did.
