Nah, Kafka isn't really 'evil' in the traditional sense within Honkai Star Rail. She's more complex than that. Without spoiling too much, her actions and motivations have depth and are tied to her background and personal beliefs. It's what makes her such an interesting character!

Evil is a matter of perspective! In my playthrough, I found Kafka to be more of an anti-hero than outright evil. Definitely a character with shades of gray.

Kafka evil? Hardly. She's one of those characters you'll love to have on your team not just for her skills but for the story depth she brings. Calling her evil misses the whole point of her narrative arc.
