Nah, Katasuke's not evil! He's just a bit too obsessed with his scientific ninja tools, which sometimes lands him in trouble. But his intentions are usually good.
As someone who's binged the series twice, I can confirm Katasuke isn't evil. He's got a heart of gold, just some questionable decisions at times.
