Nah, see them all the time. It's more about the version than the character. Lucario itself isn't the unicorn of the Pokemon TCG.

Lucario isn't necessarily rare by default, it totally depends on the edition and specific print. Some Lucario cards, especially those from limited editions or with special embellishments like holographic finishes, can be pretty rare and valuable. So, if you got a shiny or a full-art Lucario, you might have struck gold!
