Yeah, Lucario is pretty rare in Pokemon GO. You often need to hatch it from 10km eggs, and Riolu, its pre-evolution, isn't that common either.

Lucario can be tough to find! Best bet is to hatch a Riolu first and then evolve it, but brace yourself for some egg walking.

Not rare if you grind hard enough! Plenty of egg hatching should do the trick.
