Nope, Moaning Myrtle doesn't make an appearance in Hogwarts Legacy. The game is set in the 1800s, which is way before her time at Hogwarts. But don't worry, the game still has loads of other characters and magical creatures to meet!

Short answer: No, she isn't. Moaning Myrtle haunts Hogwarts much later than the 1800s setting of Hogwarts Legacy.

Absolutely not. Hogwarts Legacy is set in the 1800s, a whole century before Myrtle's time at Hogwarts. So, she's nowhere to be seen in the game.
