Ultimate Ninja Storm 4 has more characters and refined combat mechanics, so if you love more options and smoother gameplay, it's definitely better!
Both games are great, but Storm 3 has a stronger story mode while 4 focuses more on multiplayer action. Depends on what you like more!
Honestly, I think Storm 3 is better. It just feels more balanced to me.
