Unfortunately, NBA 2K isn't fully cross-platform. Each platform (PlayStation, Xbox, PC, etc.) has its own ecosystem for online play, so you can't play with friends on different consoles.
I play NBA 2K a lot and can confirm it's not cross-platform. It's too bad, but you'll need to stick to playing with friends on the same system!
