Nope, the Teenage Mutant Ninja Turtles aren't part of the DC Universe. They started out as comic book characters from Mirage Studios in 1984, created by Kevin Eastman and Peter Laird. They're a separate entity but have crossed over with DC characters like Batman in certain comics.
