Nuclear energy starts as potential energy stored in the bonds of atomic nuclei, but when those nuclei split or fuse, it releases kinetic energy. So it's both, but starts as potential!

Nuclear energy is initially potential energy before it's converted into kinetic energy during nuclear reactions.

I worked at a nuclear plant, and nuclear energy is potential first. When unleashed, it's kinetic!

Straight up: potential energy. The splitting/fusion sets off kinetic action.
