Nope, Orochimaru's mellowed out a lot. He's more of a mad scientist with a lab full of questionable experiments than an outright villain.
He's more like a morally ambiguous anti-hero now. Still sketchy, but not actively evil.
Is he still bad? Depends on your definition of bad. He’s more like... morally flexible?
