Absolutely not. Pikkon was made up for the anime, so he doesn't exist in the official Dragon Ball story.
Pikkon is cool and all, but he's not considered canon. He was introduced in the anime's Other World Tournament saga, which is filler.
Nope, Pikkon isn't canon. He's from the filler episodes and movies, so he never appears in the original manga by Akira Toriyama.
I really like Pikkon, but he's not canon. Toriyama didn't create him, so you won't see him in the manga.
