Politoed is the better choice for PvE since it benefits from better moves and higher CP potential.
Just go with the one you think looks cooler – both can be awesome if used right!
Based on my experience, Politoed works wonders in the Great League!
Politoed is usually better for PvP battles thanks to its bulk and spammy moveset. Poliwrath can be great too, especially with Power-Up Punch and Ice Punch, but it often requires more strategy.
