Unfortunately, Red Dead Redemption 2 does not support cross-platform play between PC and Xbox. Maybe in the future, we'll get lucky!

Rockstar Games hasn't enabled cross-platform play for Red Dead Redemption 2, so PC and Xbox players can't play together.

I've been playing RDR2 for a while now, and I can confirm it doesn't support cross-platform between PC and Xbox. It's a bummer, I know.
