Nope, Rika isn't alive in the traditional sense. She was actually a special grade cursed spirit bound to Yuta Okkotsu due to his love for her. It's a bit complicated, but essentially, her physical form is gone but her spirit lingered because of the strong emotions tied to Yuta. Over time, with the help of Satoru Gojo, Yuta learns to release Rika from her cursed form, allowing her spirit to finally be at peace.
