Nope, Season 3 of Naruto Shippuden is not entirely filler. It starts with canon material from the manga (the Hidan and Kakuzu arc) but does contain some filler episodes towards the end. So, you'll get a mix!

Part of it is. Season 3 has both canon and filler episodes, so you might want to check an episode guide to see which are which.
