Nope, he's part of the DLC. Pre-ordering won't get you Shang Tsung, but the Kombat Pack will!

You gotta buy the Kombat Pack to play as Shang Tsung. Pre-ordering only gets you Shao Kahn.

I pre-ordered MK11, and I only got Shao Kahn. Shang Tsung came with the first Kombat Pack.

Shang Tsung isn't a pre-order bonus, but you can get him through the Kombat Pack DLC.
