Not really! Shellos is a regional Pokémon in Pokémon GO. The West Sea (pink) and East Sea (blue) versions spawn in different areas of the world.

Shellos isn't super rare, but catching both its forms might be tricky since they appear in specific regions. Trade with friends or travel for a full collection!

Nah, it's not rare. Just pop up in different regions, so you gotta get a buddy to trade if you want both forms.
