Lol no, Shelly Tiller isn't 'bad' in the moral sense we usually think about in Fallout 4. She's just a target for a hit given by the Contract in the game. It's your choice to take her out or not, based on the contract from the anonymous benefactor. So, it's more about your gameplay style and moral compass in the wasteland. Remember, in the land of Fallout, 'bad' is a matter of perspective.

Honestly, who's really 'bad' in Fallout 4? Shelly Tiller is part of a quest where you get paid to 'remove' her, but doesn't that say more about the player's choices than about her? She doesn't get much backstory, so we're basically taking action with very little context. Plus, considering all the morally grey choices in the game, tagging Shelly as bad feels a bit of a stretch.
